Seriously?! Here’s my question–is this kind of stuff happening because people are really that dumb? Or is it because they can’t afford to do the proper repairs? For some reason I don’t recall seeing these kinds of things when we were at the height of prosperity. Then again, maybe I just have a terrible memory.

perhaps they just closed off a rat entrance. there are huge rats in that neighborhood!
