it’s called a mock-up. in dallas its usually used to determine the amount of light a house will receive during the day and from which angles. mainly used for window placement.

I am guessing it is a mock-up mini house. The builder may have built a small house to apply the exterior finishes so the over can visualize the finished product. Much cheaper than changing the whole exterior material if the owner is not pleased.
