The Tower cranes are coming down at Victory-Mandarin Oriental. This pull-back may signal the end of the unfinished Victory Park vision. You can't stop mid-stream, you'll drown. I think it's failed because they didn't deliver the "6,000 new residents" promised in their original plans. Retailers have NO customers and some are planning on closing. It looks bad. Real bad.
